Trump imposes 50% tariffs on Canadian goods, citing disputes over autos, alcohol and cheese
Trump imposed 50% tariffs on most Canadian goods today, declaring that Canada has unfairly discriminated against American autos, alcohol and dairy products
The move could unleash a new wave of economic chaos, with risks of higher inflation and further fraying of relations between two nations that had been closely woven together before Trump returned to the White House. The administration official previewing the action said Canada was one of the only nations other than China that retaliated against Trump’s previous tariffs and must be held accountable
The official, who insisted on anonymity on a call with reporters to preview Trump’s actions, said Trump signed three proclamations to launch the tariffs under Section 338 of the 1930 Trade Act. Several Democratic lawmakers last year proposed repealing the section because, they said, Trump could use it to destabilize the economy
The 50% tariffs would exclude energy products, potash, fish and critical minerals, but they would include goods that had previously been protected from import taxes by the United States-Mexico-Canada Agreement, or USMCA. The 2020 trade pact recently expired, triggering a new set of negotiations that could run until 2036

Senate Democrats seek details of the Pentagon’s new testosterone screening policy from Pete Hegseth
Senate Democrats sent a letter today to Defense Secretary Pete Hegseth raising concerns and seeking information about the Defense Department’s policy for testosterone screening
“We write to express serious concerns regarding the Department of Defense’s announcement that it will begin annual testosterone screening for millions of servicemembers despite longstanding medical guidance recommending against routine population-wide screening,” the senators wrote
The senators include Elizabeth Warren, of Massachusetts; Richard Blumenthal, of Connecticut; Gary Peters, of Michigan; and Mazie Hirono, of Hawaii, all of whom are on the Armed Services Committee. Thet also include Ruben Gallego, of Arizona, a member of the Veterans’ Affairs Committee
“The Department has provided no evidence that this sweeping new policy will improve force readiness or health, nor has it explained the scientific basis, costs, or risks associated with implementing it across the force,” the senators added
Hegseth announced last week that the Pentagon will test service members 30 and older for testosterone levels and recommend hormone therapy if needed. He said service members could decide whether to take any recommended therapy
The senators wrote that the Defense Department’s “rush” to institute testosterone testing inadequately addresses the needs of servicewomen experiencing perimenopause and menopause and “suggests that the Department’s priorities are being shaped less by an equitable assessment of force health than by the Secretary’s preferred cultural narrative.”
“Coupled with the Department’s recent repeated efforts to redefine military culture around an exaggerated conception of masculinity, this initiative risks undermining years of work to ensure that women servicemembers are evaluated and valued based solely on their ability to perform the mission,” the senators wrote

“I want to be straight with you. I’m not running for the U.S. Senate, not because I’m backing down from a fight, but because the one I’m already in matters now,” Mace said, referring to her efforts to change laws protecting women from sexual abuse
“I’m not chasing another title; I’m chasing justice,” said Mace, whose House term ends in early January

Kentucky Gov. Beshear says he hasn’t ‘heard a thing’ from McConnell since his hospitalization
Kentucky Gov. Andy Beshear, a Democrat, said he has not “heard a thing” from Sen. Mitch McConnell, R-Ky., who has been absent from the Senate for more than a month
“Not an email, not a letter, not a call, not a video. Absolutely nothing, and no one that I know in or around politics has heard anything, either. And it’s concerning,” Beshear said in an interview this afternoon with SiriusXM POTUS’ “The Briefing with Steve Scully.”
Rumors about what was happening with McConnell have been swirling as his office provided little information about his condition while Senate leaders said they had spoken to him following his June 14 hospitalization. Beshear sent a letter asking McConnell on July 8 to “fully update Kentuckians” about his health
McConnell said in a statement last week that he had been hospitalized after he fell and became unconscious, and he posted a photo of himself in a hospital chair alongside his wife, Elaine Chao. He said he developed pneumonia after he was admitted to the hospital, adding that his doctors ruled out a number of conditions and that he has since moved to a rehabilitation facility. McConnell said he would return to the Senate but did not give a date
Asked today whether McConnell will be back at work this week, a spokesperson, David Popp, told NBC News: “He continues to improve and we will be sure to keep everyone updated. But I would point you back to the letter to Kentuckians last week. Nothing to add to that.”
Beshear said McConnell has “an obligation” to dispel rumors and speculation about his health and urged him to put out a video or appear on a news show
“To your listeners, it’s like if they were in the hospital for a month, they’d have to call their boss. They’d have to explain what happened and what the prognosis is, and that’s all we’re asking for here,” he said
“We all wish him a recovery. We all want him to get better, but the absolute refusal to take even just a couple minutes to call into a show like yours or a cable news network just fuels this rampant speculation that’s out there,” he added

White House latest thinking on Iran: ‘Time of ambiguity’
The war with Iran has reached a “time of ambiguity,” a senior administration official said, with Trump still hoping to reach some kind of negotiated solution while applying military pressure to the Iranian regime
“He’s going to keep the pedal to the metal until he feels like there’s movement,” the official said
The official said talks do continue — with the same key players involved as in months past — and that Trump has no inclination to escalate to the level of some kind of ground invasion
On the question of whether Iran is getting outside help for its missile program — from Russia or China, perhaps — this person said the White House doesn’t believe that to be the case. Iran was able to rebuild its missile program somewhat during the ceasefire, the official said. That raises the question of whether volleys of strikes between the U.S. and Iran will remain a problem into the foreseeable future

A jury trial has been set for David Hearn, an Olympic canoeist charged with damaging the Lincoln Memorial Reflecting Pool
Hearn, who has pleaded not guilty to causing more than $1,000 in damage to the pool, will face a jury for what D.C. Superior CourtJudge Todd Edelman expectswill be a weeklong trial beginning Sept. 28
Hearn’s attorney last week filed a motion to dismiss the charge, alleging a failure to preserve key physical evidence. The ongoing repairs of the Reflecting Pool are destroying the evidence the government says it has against Hearn, attorney Mary Dohrmann wrote

Supreme Court to hear arguments in case on excessive fines
The Supreme Court announced this morning that it will hear a case on excessive fines in the upcoming term in October
The case involves a pilot, Kenneth Jouppi, who helped a passenger load cargo onto Jouppi’s plane in preparation for a flight from Fairbanks International Airport in Alaska to Beaver Village, Alaska, in 2012
Before departure, state troopers executed a search warrant on the plane and discovered nine gallons of beer in plain sight. Because Beaver Village has a local statute that prohibits importing alcoholic beverages, Jouppi was sentenced to imprisonment, a fine and the forfeiture of the plane used to facilitate the illegal transportation into the community
Jouppi brought a lawsuit arguing that the forfeiture of the airplane violated the excessive fines clause of the U.S. Constitution
The justices will hear arguments about how courts determine whether a fine contravenes the excessive fines clause, which holds that the amount of the fine “must bear some relationship to the gravity of the offense that it is designed to punish.” A key question is whether courts should consider the gravity of the underlying offense purely in the abstract or the seriousness of the specific defendant’s wrongdoing
The case will be one of more than 20 that have already been granted for the next term, including on the topic of the Second Amendment, environmental issues, voting rights and immigration
