Also starting this month, eligible delivery delays won’t hurt your seller rating if you ship on time with an eBay label
This builds on protections introduced last year providing refunds for Item Not Received claims which are later delivered
It now appears eBay will be proactively handling the refund to the buyer directly in these cases when an eBay label is used, rather than making the seller provide the refund and then be reimbursed
Also, eBay previously said they would remove negative feedback in these cases, but now they’ll also be removing them from sellers’ service metrics with this new language added to the policy page:
Additionally, we’ll protect you if you use an eBay label and the item is delivered to the buyer after you’ve issued a refund. We’ll automatically reimburse you for the item, remove defects, and exclude the case from service metrics
eBay is also taking additional steps to help reduce unpaid items
eBay is taking stronger action to help reduce unpaid items and keep auctions reliable. Buyers who don’t pay will receive warnings and will face bidding or offer restrictions if they continue. No seller action is required
Clicking through to review updates to the policy page shows this update mostly refers to the changes removing options of auction winners to cancel orders introduced in April
eBay is finally making auctions final with new policy preventing buyers from requesting cancellation of winning bids.

What is the Certified Recycled programme?
eBay Certified Recycled is a strategic initiative that we’re investing in to support the industry and improve buyer trust in green parts through a certification programme for professional sellers of recycled automotive partsCertification includes an independent assessment of a recycler’s policies and procedures. It’s aimed at ensuring that every reclaimed vehicle part has been accurately identified, recorded, tested and graded. The operation of a robust quality management system, coupled with completion of a mandatory parts grading training course, forms the backbone of the scheme
Eligible sellers will received dedicated account support and tailored financial incentives including a free anchor store for the first year as well as benefitting from eBay’s investments in full funnel marketing, on-platform visibility and website improvements geared around the programme
To become certified, sellers will need to have an “Above Standard” seller rating and meet the Vehicle Recyclers Association Certification (VRAC) conditions for entry and pass the verification process
More details:
the recycled vehicle parts sold by the certified recycler come with a warranty, and all purchases are protected by eBay’s money back guarantee.

Sellers in Germany are also being looped into the size standardization requirements that have been recently introduced in the US
They’ll also be required to offer free returns for new car parts starting September 28th, matching policy updates made in the US in 2025 and the UK earlier this year
And the criteria to achieve Top Service rating in Germany will be changing in February 2027
From February 22, 2027, higher minimum service requirements will apply to retain the eBay Top Service logo for your eligible listings
The following tolerance limits will then be used to evaluate your delivery standards:
- Their rate of items not shipped on time is below 5%.
- Their uploaded tracking number rate is over 90%.
Under the current rules, sellers can still qualify at exactly 5% late shipments and exactly 90% tracking, so the main change is that sellers must perform better than the current thresholds, rather than simply meeting them
