PORTLAND, Ore. (KATU) —Food cart pod owners in downtown Portland say new city requirements could force expensive infrastructure upgrades that threaten the future of some longtime businesses
The concerns center on food cart pods at SW 3rd Avenue and SW Washington St, where vendors serve downtown workers and visitors each day
According to the Downtown Development Group, which owns the property where these food carts operate, the pods could be forced to close in September unless they comply with new city requirements

In a letter sent earlier this week to Mayor Keith Wilson’s office, the group argued the rules are unsustainable, saying required upgrades, including sewer hookups and grease interceptors, would cost hundreds of thousands of dollars
The letter states the infrastructure requirements are “appropriate for restaurants, not for temporary food cart pods.”
Leo, the owner of Don Jalapeño, said he has operated at the downtown location for the past five years and is uncertain what will happen if he is forced to relocate
“I don’t want to move because I like this spot,” Leo said in an interview with KATU News. “They ask me, ‘What are you going to do? Where are you going to go?’ I don’t know.”
The Downtown Development Group said it has not received a response from the mayor’s office since sending the letter earlier this week
KATU reached out to Wilson’s office for comment on the group’s concerns but, so far, we have not received a response
