The agreement establishes the commercial framework for Canada Growth Fund to make an equity-like investment of up to C$400 million ($282 million) directly into Trail, one of the world’s largest fully integrated polymetallic smelting and refining complexes
This federal backing would support Teck’s Strategic Metals Initiative, a potential C$850 million ($600 million) investment to sustain and enhance critical minerals processing capacity at Trail from a variety of feed
“Teck’s Trail Operations is a cornerstone of North America’s critical minerals ecosystem,” said Teck President and CEO Jonathan Price
It is also serving as the cornerstone of Ottawa’s strategy to accelerate the production of minerals critical to economic growth, energy technologies, and national security in the 21st century
“Our new Canada Critical Minerals Accelerator is about turning Canadian rey to invest and grow, even in a volatile global market,” said Canadian Minister of Energy and Natural Re
The Canada Critical Minerals Accelerator, which is being managed by Export Development Canada, is partnering with Canada Growth Fund on the Trail investment

Stockpiling critical metals
One of the tools being deployed under the new accelerator is a federal stockpile strategy. Ottawa says the CCMA is designed, in part, to help advance a national critical minerals stockpile that can supply Canadian and allied needs
Teck reported that, in addition to the equity-like investment in Trail, the agreement outlines a structure that would provide the Canadian government offtake rights for a portion of the future germanium, antimony, and gallium produced at the B.C. smelting and refining complex
Under its strategic metals initiative, Teck plans to double the existing germanium and antimony output and potentially add new gallium production capacity at Trail
All three of these mined materials are considered critical to high-tech manufacturing and national security. Germanium is widely used in fiber optics for high-speed internet, night-vision equipment, and semiconductor technologies; antimony is critical for flame retardants, batteries, and alloys; and gallium is a key material in high-performance semiconductors used in telecommunications, radar systems, and next-generation electronics
The Trail investment also comes as Western governments look for alternatives to Chinese supply chains for gallium, germanium, and antimony – three strategic materials Beijing has subjected to export controls over the past three years
“By leveraging Trail’s existing infrastructure and expertise, this initiative has the potential to deliver new supply of strategic metals while providing strong returns for Teck shareholders,” said Price
Realization of the investment and offtake arrangements contemplated by the agreement remains subject to definitive documentation and applicable approvals

Past and future Trail feedstocks
Much of Trail’s germanium-bearing feed has historically come from concentrates delivered from Teck’s Red Dog mine in Alaska. This Northwest Alaska operation has historically supplied as much as 5% of the world’s zinc, along with globally significant quantities of lead, silver, and germanium
The southern B.C. smelter also produces cadmium, indium, fertilizer, sulfuric acid, gold, and other products from third-party feedstocks
While feedstock from Red Dog is expected to temporarily taper off as the Northwest Alaska mining operation transitions from the high-grade zinc deposits mined over the past 37 years to a new mining area about 10 miles to the north, Teck is actively lining up potential new feedstocks for the expanded and upgraded Trail Operations
In May, Teck entered into an agreement to evaluate the potential recovery of up to 13,000 kilograms of germanium per year from processing streams at Titan Mining Corp.’s Empire State Mines in Upstate New York
“This agreement with Titan underscores Teck’s commitment to strengthening North America’s supply of critical minerals essential to defense, semiconductor production, and advanced chip manufacturing,” said Teck Chief Commercial Officer Ian Anderson. “Teck is one of the world’s largest global producers of germanium, a key supplier of germanium to the U.S., and this partnership builds on our long-standing leadership in critical-mineral production.”
On July 7, Titan reported results from a sampling program confirming widespread germanium mineralization at Empire State Mines
“We are seeing consistent germanium tenor across multiple historic tailings facilities and meaningful values in primary ore,” said Titan CEO Rita Adiani
Based on the sampling, Titan is evaluating the potential to reprocess tailings enriched in both germanium and high-grade zinc
Because the tailings have already been mined, crushed, and milled, much of the energy-intensive work required to liberate the germanium-bearing material is complete. And because no new mining would be required, the permitting and development work is expected to be far less intensive than opening a new mine
This could provide a relatively low-cost and expedited pathway toward the 13,000 kg/yr germanium recovery target Titan and Teck are evaluating under their partnership
If successful, the Empire State Mines material would also support the accelerated critical minerals production targeted by Ottawa’s investment in Trail
“Trail is expanding to produce more of the germanium, antimony and gallium Canada and the world needs for defence, manufacturing, and clean energy,” Hodgson said in a social media post on X. “This is smart public investment that will pay returns for Canadians. Let’s get building.”
