See every restaurant cited for serious health violations through July 2026

- From January to July, Escambia and Santa Rosa County had 93 restaurant reports that included high-priority violations, administrative complaints and closures
- The most common violations involved storing food at improper temperatures and stop-sale orders on unsafe products
- Eight restaurants were temporarily closed due to issues like rodent droppings, live roaches, and improper food storage
- Six establishments were cited for violations on more than one occasion within the six-month period
The News Journal reviewed all of the restaurants in Escambia and Santa Rosa counties that received high-priority violations, administrative complaints, or were forced to temporarily close during weekly inspections between Jan. 1 and July 5

Among the reports analyzed by the News Journal, most violations pertained storing food at the wrong temperature (58 violations) or to stop-sale orders requiring that restaurants stop selling or using certain products that don’t align with food safety laws (38 violations)
However, some discoveries may raise alarm bells for diners, including rodent droppings on top of marinara cans, dead roaches in oil pooling under the fryers and flying insects sitting on doughnut display cases. Inspectors discovered 56 dead roaches in one restaurant alone
Here were some of the biggest violations inspectors found, including forced temporary closures, roach, rodent and insect activity, as well as restaurants that were cited for serious violations more than once during the first six months of the year. Restaurants may appear on the list more than once depending on the categories of their violations
Routine regulation and inspection of restaurants is conducted by the Department of Business and Professional Regulation. The Department of Health is responsible for investigation and control of food-borne illness outbreaks associated with all food establishments
Eight restaurants were temporarily closed in first half of 2026
Note: All restaurants have since reopened and met inspection standards
Sabine Sandbar Sunset Bar and Grill, 715 Pensacola Beach Blvd
- Date of inspection: Week of Jan. 5-11
- Total violations: Three total violations, with two high-priority violations
- Examples of violations: 23 rodent droppings were fund in the restaurant, including on top of marinara cans, and rodent burrow/nesting materials present in kitchen,
Toyko Japanese Steakhouse, 312 E. Nine Mile Road Suite 6
- Date of inspection: Week of Feb. 23 to March 1
- Total violations: 15 total violations, with five high-priority violations
- Examples of violations: Three live roaches were found near the sushi bar, raw chicken was being stored over fish, a stop sale order was issued over food not being stored in a wholesome, sound condition, and seafood was being stored at improper temperatures.
Cisco’s, 6565 Caroline St
- Date of inspection: Week of March 9-15
- Total violations: 11 total violations, with four high-priority violations
- Examples of violations: A live roach was found in the kitchen, time/temperature control issue was found with sausage and potatoes, raw burgers were stored over cupcakes, and a worker was observed failing to change gloves between tasks.
Yummy, 5100 N. Ninth Ave
- Date of inspection: Week of March 23-29
- Total violations: Five total violations, with two high-priority violations
- Examples of violations: 56 dead roaches were found in the restaurant, including behind the pastry case. There were time/temperature control issue with tapioca boba, the eatery had an expired Division of Hotels and Restaurants license and there was a visible gap between floor and wall with dead roaches present.
Fisherman’s Corner, 13486 Perdido Key Drive
- Date of inspection: Week of April 13-19
- Total violations: Eight total violations, with five high-priority violations
- Examples of violations: Twenty rodent droppings found in the kitchen, including under the prep tables and fry station, a rodent rub mark was found near the air conditioner, there were time/temperature issue for chicken and tomatoes, and the dish machine chlorine sanitizer was not at minimum strength.
The Dwarf, 407 N. DeVilliers St
- Date of inspection: Week of April 20-26
- Total violations: Four total violations, with one high-priority violation in initial inspection
- Examples of violations: Four roaches were found dead in pooling oil under fryers, eight live roaches were found in the restaurant, the was water leaking and the floor was soiled with oil.
Delicious Donuts, 702 Gulf Beach Highway
- Date of inspection: Week of April 27-May 3
- Total violations: Nine total violations, with two high-priority violations
- Examples of violations: Four flying insects were found, including on the doughnut display case. There was dried dough on the mixer blade,, raw food was not separated from ready-to-eat food, the floors were covered in flour, and the dough mixer was soiled with food build-up.
Lucy’s in the Square, 301 S. Adams St
- Date of inspection: Week of June 15-21
- Total violations: Five total violations, with three high-priority violations
- Examples of violations: Inspectors found 36 rodent droppings in the restaurant, including on top of a box of carryout platters, and raw food was being stored over ready-to-eat food.

- Details: Two live roaches found, along with many roach droppings

- Details: Eight live roaches found, four dead roaches found

- Date: Week of May 4-10
- Details: Two live roaches found and 10 dead roaches
Juan’s Flying Burrito, 200 S. Alcaniz St
- Date: Week of June 15-21
- Details: Three dead roaches found under bar equipment
Wako Japanese Cuisine, 5045 N. Ninth Ave
- Date: Weeks of June 22- July 5
- Details: 19 dead roaches found in restaurant

- Date: Week of Jan. 12-18
- Details: Four flying insects found around dirty aprons and towels
Cactus Flower Café. 3425 N. 12th Ave
- Date: Week of Jan. 26-Feb. 1
- Details: 14 flying insects around restaurant, such as by juicer and tea brewer
Captain D’s, 8090 N. Davis Highway
- Date: Week of April 6-12
- Details: Four flying insects found
Seville Quarter, 130 E. Government St
- Date: Week of April 20-26
- Details: Seven flying insects found
Delicious Donuts, 702 Gulf Beach Highway
- Date: Week of April 27-May 3
- Details: Four flying insects found
- Date: Week of June 1-7
- Details: Six live flying insects found, but none were found on food or food surfaces

- Details: 23 rodent droppings were found, as well as rodent burrow/nesting materials. Rodent dropping were found on or around marinara cans and the ice machine.

- Date: Week of April 13-19
- Details: 20 rodent droppings in kitchen, and rodent rub marks were found
Lucy’s in the Square, 301 S. Adams St
- Date: Week of June 15-21
- Details: 36 rodent droppings found

- Dates: Week of Dec. 29, 2025 to Jan. 4, 2026 and week of May 25-31
- Details: 21 combined violations including food temperature issues and food stop sale order
Juan’s Flying Burrito, 200 S. Alcaniz St
- Dates: Week of May 25-31 and week of June 15-21
- Details: Eight combined violations including dead roaches, time/temperature violations and a stop sale order
Union Public House, 36 E. Garden St
- Dates: Week of April 27-May 3 and week of May 25-31
- Details: Nine combined violations including an expired operating license, issue with sanitizing solution and with heat strip
Fisherman’s Corner Restaurant, 13486 Perdido Key Drive
- Dates: Week of April 13-19 and week of June 15-21
- Details: 13 combined violations including rodent droppings, time/temperature violations, stop sale issued, issue with dishmachine sanitizer and an expired operating license

- Dates: Week of May 18-24 and week of June 15-21
- Details: 11 combined violations including rodent droppings, food storage, time/temperature control issues and a stop sale issued
Bear Fruit Bowls and Coffee, 13440 Perdido Key Drive
- Dates: Week of March 2-8 and week of April 27-May 3
- Details: Five total violations, including time/temperature control of food
